Well,you can't because the quest it's not working.
Anw.. you have to make the cape quest first,then after the clan have enough NPS to get the accredited grade,you have to kill felankor to get the an emblem and make your clan accredited.

Good work=) Need better armor for battle priests. Hero armor isn't enough. :/ And can't use krovaz cuz requires too many int points. Very low hp. I miss to play bp in old days
