You cant compare fn with medal of kahless.
Fn is a neck and there is others neck that you can use.
Kahless is a medal, that you can wear with any stuff and any time (pking, farming, xping). Its just a a reward for the hardest quest in maxko, so its normal that not all the people have it.

You can pk wihtout kahless, just adjust your gear and your way of pking.
I know a lot of people who pked without kahless (including me) and it was not a big deal. (dont use EB+5 if you dont have kahless or stay out of range of opponent !)

CSW belt is not a big deal too, there is not much difference between ib+5 and cswbelt.

We need to keep item for people who play a lot and are well organised and manage huge clans.

Anyway, if you create any new medal, no matter the power that you will give to it, it will make kahless less interesting for sure, so thats unfair for people who spent time and energy to get kahless.
