There are still kahless clans doing the quest like 1-2 times a months so far i've seen + the quest mob's respawn time is reduced a while ago too, so ppl don't rly have to wait much in order to complete the quest. Also Ja'Rods (the mob that drops kahless medals) are being spawned sometimes at boss events, Kahless is available at PUS too so overall there are other ways to achieve it too, might smth else will be added too later but for now you can either organise ~20 ppl to do the quest, or buy it from pus // win kc by monthly NP and buy it from pus // wait for events and win it there.
Maybe even further options will be added later, but this is it for now.
