It's fairly easy to burn your full mana here during a VS so in the end the result of the VS between decent sins will comes down to the skill order // combo speed // how well you timed your skills (drains, energy stealer, etc). You don't even have to minor fast tbh (energy stealer [-2000 mana when the enemy uses it on you, -800 mana when you use your own], Armor Cancel that cost 750 mana, Last Stab that cost 400 mana, etc). With a normal speeded minor you will end up burning your mana kinda easily most of the times. So minor wise a macro / pedal won't rly help shit (just a little max, to make sure you aren't missing mana pots, but with experience you aren't missing them legally aswell), since they have the same mana pool, if you try to minor fast, you will end up burning your whole mana, failing skills due to having 0 mana and shit like that. (Which they do, hence why even the so called pedallers / macroers dieing like trash most of the times if you go against them cleverly)

It's a usual misunderstanding.
Legal player vs Macroer / Pedaller wise, not only that cooldown doesn't help the legal players, but it makes things way worse for them against pedallers / macroers.

With cooldown on minor, pedallers / macroers can just setup ultra super fast minor spamming speed
[which would just drain their mana in a matter of a second at a non cooldown server, making it absolutely useless] that enables them to adjust their minor speed to the maximum that the cooldown allows (which is absolutely impossible legally), and they can burn their full mana solely by minoring w/o using hp pot during a vs. Meanwhile legal players gotta use atleast 1-2-3-4-5 HP pots. You can do the math (19x 60 = 1140 HP recovery compared 720 HP heal multiple by 2-3-4-5 ~ 2000 HP diff already just cuz of the minoring)
And then not even mentioning the other advantages pedallers / macroers have at the newer versions (sin 72 actually blinding the enemy ---> you gotta click on the enemy with mouse to continoue comboing, which is a simply click for macroers / pedallers since their hand is free, but giving a hella hard time for a legal sin who is using both of his hand during a VS)
Long Story short, a non cooldown server is WAY more fair toward legal sins against macroers, than a cooldown one. The cooldown servers are simply macro / pedal paradise. (For other classes it's better with cooldown, cuz even if pedallers / macroers can keep up the same performance and burning full mana at VS, during PK they can't save their asses by burning 6-7k mana in a sec, so obviously warriors, mages etc prefer that.
However cooldown servers for a legal sin is simply a disaster, totally destroying their chances against macroers / pedallers. Making it hella fucking hard, even for the best legal sins (whom rape macroers w/o a problem at noncooldown servers) to beat an average macroer, let alone the ones whom comboing well aswell.
