I purchased char reset scroll and tried to reset my char again but it dint work, please help.

Will take a look into it why didn't it work.
Anyway since you indeed bought the CC reset and the other chars on the account weren't CCed, restarted it for you manually. You should be able to CC HeroPuri now.
