I cant use this item it counted in my bag but not in my skill bar

Can you try to repatch it ?

Run Option.exe in MaxKO folder.
Change version to 1741.
Click on "Update Version"
Click on "Ok" when you see "Version is updated" box.
Click on "Exit" on Option.exe
Run Launcher.exe

It will update your client to 1742.

I hope this will fix your problem. If problem occurs again, you can re-install your client..
