I think something is detecting the exe and stopping it from working so..
Close/turn off all security like Firewall and Antivirus + Windows Defender and re-install the game while they are turned off.

If it still doesn't work after doing what I mentioned above then I'll give you a temporary solution;
Download the patches manually from viewforum.php?f=91 or ftp://logintitan.maxko.org
extract the patches 1 by 1 in order in Titan folder then login from Max.exe after you are done patching that should work until someone who has more knowledge than me helps you in this.

Make sure you turn off your firewall and pause your antivirus program and Windows Defender and re-install the game nd downloading new patches while they are turned off and make an exception for Launcher and Max.exe.

Our Launcher using Flash, so if you using Windows XP or Windows 7 and you normally not doing Windows Update, so make sure you also do your Windows Update from Microsoft which are important for security and Frameworks updates.

Next thing you want to check is, if you can run the game through Max.exe and if it's just the Launcher that doesn't work properly.
If that's the case, then means you got to update your flash through Adobe website :

Then simply do restart(though when installing flash this is not require) just in case, run the Launcher and see if problem is solved.
If still doesn't work, i guess you doing something wrong.
