It isn't in the rules, because normally there is nothing wrong with taking similar names or your name as you said
(Usually if some1 took a very similar name to an other dude they just had a convo about it ingame and came to a agreement, in addition he is using this name with correct way and not contrary to the rules of the game. However, he can use that name and keep it....."sorry We can't do any thing since he using this name in clean way" you can contact with him ingame.
