try reinstalling it.

then check ur date/hour, sometimes if the date is off it won't work.

try looking for some missing files in system32, it might be the reason it doesn't open

Can you click the problem details drop down and take SS ?

Also try remove the following from the registry:

HKCU\Software\Microsoft\MSNMessenger\PerPassportSettings\
