Upon checking the video it doesnt seem he is glitching/speed bug abusing.
Also, it seems that you are lagging (starts at 00:10).

Still will endorse to GM team and have their decision. Once decision is made, its final and cannot be overturned.

MaxKO team has decided that this report doesnt show any speed glitch abuse due to the video quality (uploader seems lagging as well). We would also like to add that the name of the Orc Warrior who was being accused of speed glitch cannot be seen on the video.
