The bind/unbind way,it's totally decided by Flegy and so far will remain as it is.
That's the way why the krowaz armor has been even created.

The subject has been discussed over and over into many topics.
The last decision is Flegy's one.
The hero armor will stay as second best as far the decisions has been taken already.

Atm, speed potions are added to NPC Sundries and are dropped by Riotes pretty often.
